External CALL-FWD

Have a Definity system where the CALL-FWD key works internally, but not externally. Soon as you press '9' you get an error (Dial 9 works for outbound calling.) Any suggestions?

Check the COS and see if "Restrict Call Fwd-Off Net" is enabled.
