External Call Forward - will not disconnect.

I have a customer using external call forward. The phone system connects the two lines but does not discount when the parties hang up. Is there any options that can be changed to help this situation?
 
You must verify that the telephone company providing the lines also provides "Reliable Disconnect", a signal from their CO that the caller has disconnected, so that the Partner system can also disconnect.

It is also called by various names, Calling Party Control, CPC, Reliable Disconnect, Open Loop Disconnect, Cut Off on Disconnect, so good luck in dealing with them.

How would you test for reliable disc. I have an issue with Verizon on an IP Office and when I monitor the line with my test set I hear dialtone when the calling party hangs up. The strange thing is that this only happens when the caller is leaving a message in the voicemail- I know it has to be a telco issue because if I move another line to the same port it works fine & if I move the line in question the trouble follows.(There are 2 companies using the same IPO both have POTS lines) Would you use a volt/ohm meter to see the voltage drop??

Yes, a volt meter will show the disconnect, if you're receiving it. An analog meter is easier to see the needle swing, vs. a digital meter. Since lines from the telco can be provisioned differently, they can come out of the same CO switch but some not have disconnect turned on. Or, some lines can pass through pair gain, and not pass the disconnect.
