Extensions can not call any other extension on KX-TDA100

Hello!

I have an issue with some of the extensions on a KX-TDA100.
I have 1 DHLC8 card and 2 SLT16 cards. One of the cards was changed. The KX-TDA did not recognize the new SLT16, so I had to reset the system. After reprogramming, the extensions from the second SLT card (125-140) can be called, but they can not call any other internal number. When I dial a number (101 for example), I get a Busy tone.
Do you have some ideas about what did I do wrong, or maybe I did not do something.
I must tell that this is my first PBX that I see. I usually work in security systems.

By system's default settings You should be able to call any extension from any extension in any direction.

Probably You have blocked internal calls by COS setting.

Swap SLT16 cards with each other and you'll know if it's a problem on card or Software
