extension working as s/l set but not as fax

I installed a fax machine as extension 18 on an ACS R6 yesterday; fax line is line 5; had it the only extension ringing on line 5, and when I call it with a s/l set or butt set in the port it rings properly and can both receive and place calls. The fax machine, however, will not ring or pull dial tone. I changed extensions, cords, cards (moved it from 206E to processor), plugged it directly into the system, and nothing worked. The minute I removed line 5 from the system and wired the line to the jack directly, it began working. I have done this at virtually every small location I work on (so the line can be used for outgoing calls to save $$) and have never seen this happen. Any suggestions?

Voltage problem? Have you used a meter? You could use a comm-sharing device as an easy "fix
