extension call restriction

I have an issue w/ an R3 Leg. in the customer has a call restiction on certain extensions so as not to allow them to place outward calls w/o using the authorization code. They have tried dialing the auth. code first, then 9, then the outside #, and also tried dialing 9, auth. #, then the phone number, and both of them just give a busy signal and do not allow the call to be placed. What am I missing? I am slowly learning the Leg. system, but I can read the procedure online from Avaya, and he still has issues after trying that. I can't even dial in remotely using winspm. I call to be transfered into *10, I get modem tone, then my SPM just locks up and I have to use Task Manager to stop it. Any thoughts would be great. Thanks in advance.
 
One way to dial is select intercom, dial #82 the account code number followed by the # sign then 9 then the number you are calling, or you could program that on a auto dial button.
 
Thanks for the tip. I'll have him give it a try.
 
I also just found out that this is on an analog telephone. Not sure if it's multi-line or single line.
