Give it only one System Access button, and it can only have one call at a time. BUT it also can't send that call anywhere, like transfer to another extension or to voice mail, because you need another System Access button to do that.
You could give it a System Access button AND a System Access Out Only button, to allow for a transfer, BUT, it's conceivable that it could be on an outgoing call on the SA-OO button, leaving the SA button available for an incoming call.
