Extended ringing from Topic

So I have a Topic group. They have a hard time getting to a call within the standard 3 rings, to pick up the phone. This comes from the IPOCC. Is there a way I can extend these rings? or should I look at the IPO? Any assistance would be greatly appreciated.
 
You set the Ring Timeout on the Agent Group, also the IPO users need to have at least the same No Answer Time if they have VM enabled.
