Extend Tildes 1

I cut and paste from Excel into a text document. I need to surround my text with tildes "~"

I can count the text length with =len(x) but I need to know how to make a string of tildes 16 characters longer than my text string. I'm not sure if Excel can do that, nor was I quite sure how to search for it.

Any ideas would be helpfull.
