Express Messenger Mailbox length

I'm reprogramming a Mitel Express messenger mailboxes and extensions for a hotel rebuild. The system was installed 15 or 16 years ago and has worked fine. The Messenger currently has 3 and 4 digit mailboxes. I had to delete some of the 4 digit boxes and want to rebuild them as 3 digit. I'm not able to build 3 digit mailboxes for any 3 digit extension that starts with a 1 or a 2. Though I'm able to program a 3 digit box for the rooms that begin with a 3. I'm using express manager and the PBX is a SX200 EL/ML.

I've never seen one with different mailbox lengths and I believe to change it you need to re-initialize the system, which wipes out all current mailboxes and greetings.
