Exporting User Accounts

Does anyone know of any way to export all user accounts from one domain to another without have to create all of them again? We are trying to set up a test lab to migrate from NT 4.0 to 2000 Server and would like to have a mini version of our production environment to test the upgrade on. But it will be a big hassle if we have to add each user account one at a time.
