exporting for use with Premiere

I am scanning one picture (72 dpi, 640x480) and adding text in Photoshop. I rasterize text and merge layers in Photoshop. Import this into After Effects 5.0, and add the Tilt effect to make layer twist and turn. Export this into an .avi file - have tried both cinepac and NTSC compression, best quality, 29.97 fps.and import into Premiere. The picture looks good when previewing in After Effects, but is very blurry when I play it in Premiere. I am eventually going to put this is a video in Premiere and export to tape.

What am I doing wrong?
