Export update then import ship codes shipping rate

I want to export my shipping rate file (SO.SHPRATE) to a csv, add some detail lines and reimport. the detail lines are for ZIP code and weight combinations. I could just key them in, but I've got 180 ZIP codes times four codes. There are some fields whose meaning is unclear. Has anyone ever done this before? TIA.

I figured it out. Built an Access DB with two tables. Only had to manually input about 50 unique rates by weight and method. Then ran a query to generate 13,090 rows, output it to a csv file, used VI to import the csv file into the so.shprate file. Details on request.
