export to MPG from p6/p6.5

HELP

I am exporting my full size D8 captured clip out to a shrunken MPG format, and I get interlaced images, and image jamming - ( ie the image locks, and the rest of the clip retains that image )

i can export it as avi no problem. i'd just rather not send out raw footage
