Export to Flash In HD - Is this possible yet?

I am buying a new HD camcorder soon and I want to publish short 5 minute training videos with the same quality as this one done for Coldfusion:

I have no idea if this CF video was done in HD and then exported to Flash but I think the quality is excellent and I want to do something similar.

1. How was this video made? Could Premiere Elements produce something as good?

2. I think I heard that the new Flash player will playback HD, is this video being played in HD?

3. Can or will Premiere Elements export to the new HD Flash Player?
