Export Spreadsheet to Text file in Fixedformat

Does anyone know how to export an existing spreadsheet to a text file using a Fixed Format Style. The users will need to do this on a quarterly basis but it will always be different spreadsheets. They are not very computer oriented so I need to come up with a easy way to manage this. I see where you can do File Save As but that does it as a delimited txt file. Any suggestions?
