Is there a way to export a database definition without data and without storage

you could try looking at a tool like 'toad' which has that feature.

If you disclose your objective, perhaps we can suggest a solution besides your using TOAD. If you use "ROWS=N" in your exp command, then that supresses the data output. Then, if you "imp indexfile=<filename>..." then it produces a text file containing the SQL DDL for both indexes and tables. From there, you can edit the file (I use globabl changes) to remark out the storage parameters.
