Explorer does not load on startup for one user...

When a user logs into this machine, his desktop comes up, but the cursor turns to an hourglass if he tries to click on the start menu, quicklaunch icons or desktop icons. Startup items seem to not load. (at least I dont see any icons on the taskbar for them)

If I reboot that computer and log in as admin everything loads fine. If I do a last known good, he can log in and everything works. The problem is, that nothing is changing between LKGs. He can shutdown and reboot and if he doesnt do LKG again, the same problem happens.

During shutdown explorer triggers an "end now" box, like there is some problem with explorer shutting down.

Anyone seen anything like this before?
