Explorer does not automatically load

On a Dell server running 2000 server, all of a sudden Explorer stopped loading on its own. Updated virus scan is clean and when opened from the task manager everything seems to work wonderfully. What would have caused this, and how can I fix it? Any help would be appreciated.
