Expert agent select agent cant login

has anyone seen the issue in CM 3.x where a supervisor is adding agents to skills and it causes them not to be able to login? if I do a list Trace on the station it give a 1039 error. any ideas

maybe the agent is set for auto-answer and either does not have a headset button or it is not pressed?

1039 from the Call Processing Denial Events table in the Maintenance Alarms manual for CM.4x lists as:

1039 ACD login failed GM/UM set up of the Automatic Call Distribution (ACD) Logical Agent login info failed, before
password matching, if any.

Can you log in the agent if the skill is removed again? How is the agent configured?
 
do a change agent-login # (ID number) and go to page 2 enter the skill number (hunt group number) and skill level (priority)
