Expensive Route Warning Tone

What am I doing wrong here? I can't get warning tone to work on my system.

According to what I've read, When a call passes all the eligibility tests on an entry within the RLI the system will check to see whether ERWT will be given before the call is allowed to complete. ERWT provides the call originator with the option of hanging up and trying the call again, staying on the line and waiting for the call to complete, or pressing Ring Again and queueing for an inexpensive facility. The user will be given between 2 and 6 seconds to decide which action to take.

Provisioning from what I've read:
There are four eligibility tests for ERWT and call must pass all four of them.
ERWT must be enabled in the ESN Block LD 86 - Done
ERWT must be enabled for the call originator's NCOS in NCTL LD 87 - Done
The entry over which the call can complete must be marked Expensive in the RLI LD 86 - Done
The entry must not be in the ISET, it must be in the ESET. - ?? not sure if this part is set correctly.

Here is what I have:
Route 6 is a traditional T1 not PRI
Route 47 is Sip trunk back to another CS1K
If I busy out or disable the trunks on route 6 the calls follow the RLI 88 and over flow to route 47 and work fine, call completes as long as I leave ISET as 4 or ISET as 3 but if I set ISET as 2 the call gets blocked. What am I doing wrong here?
Don't entries 2 and 3 become the ESET when ISET is set as 2?

My NCOS on my phone is 7 and default CLS, NCTL for 7 has warning tone allowed
