Expats returning home?

Are there many South Africans, Australians, Kiwis etc thinking of going home because of Sept 11th etc?
I am a contract developer and am being told by recruiters that rates are falling because of expat IT pros returning home. If it is true then fair enough - competition etc - but is it true? I haven't met many and the ones I have met were just home for Xmas.
