expansion unit

I have a customer with a BCM50 4x? (4x12 or 4x16). They want to add line 5 & 6 which the system cannot do. There is an abandoned BCM50 and 4x16 expansion module onsite (as one set). I manually copied all the set programing over to the new unit.
when I check the phones on the expanded unit it says "key code required". Can they have a 4x16 expansion and not have the lines or sets active? Is there any way for me to use this expanded unit or are they looking at a new system?

You need an Exp keycode (I do those all the time) then you can put any MBM in it you want.

The BCM with G4x16 expansion was a complete working unit, so I assumed I could use it as is (it was in a box under the counter in the comms room for the last 5+ years).
Any help would be great.
