I have been trying to use exmerge to migrate mailboxes
form an exchange 5.5 server to an exchange 2003 server.

I have been receiving this error message.

Error opening message store (MSEMS). Verify that the
Microsoft Exchange Information Store service is running
and that you have the correct permissions to log on.
(0x8004011d)

I have read a bunch of articles on this and have
ensured that the user account being used to run exmerge
has been delegated full exchange admin, also this account
has both send as and receive as permissions.

Any Ideas????

If the user that you are using for the merge is a member of Domain Admins or enterprise Users, make sure that they also have send/receive allow!!

The easiest way that I have found is to create a user strictly for the migration

don't forget to do an IISADMIN service restart! I ran into the same issue.
