EXISTING SYSTEM WAS PRI DOWNGRADED ANALOG AND WON'T ACCEPT DIAL 9

I've got a system that I downgraded from PRI but for some reason, initially when I went in to clean it up, I had to program 9A in routing as it wouldn't accept just 9? Now that I've taken it back to analog, I've deleted the routing leaving only the default and I've tried to program pool A as dial 9, but it comes up invalid? I've looked through access codes, external dial, can't find the conflict? Perhaps the initial requirement to have to put 9A is the key to the puzzle? Any ideas?
 
If you can not find the 9 that is either a DN or Hunt Group to change from 9 to something else ,put back in the routing and make a route to be pool A. Also if you want to do external transfer it has to be a route not an access code.
