Exist a RDBMS 100% ANSI SQL?

Where I can find information about ANSI SQL?

Exist a new SQL ANSI standard?

There are three major ANSI standards for SQL.
SQL1 or SQL89
SQL2 or SQL92
SQL3 or SQL99
Most RDBMS's will have Level 1 SQL92 compatibility, with some of the advanced SQL92 features, as well as possibly some SQL99 features.
No RDBMS is Level 1 SQL99 compatible.

A search on ANSI and SQL in any major search engine would be a good start.
