Executing files via webpage

I need to start a logging utility VIA a webpage.

Is there any way that this would be possible??
It has an iterface that runs as a command line.

So even if I create a batch file to run and somehow this script calls it.

** NOTE ** if at all possible the app should launch on the deskop so that someone who is at the physical server could see it's progress.

 
You can get to run by creating a shortcut to the .EXE file (or the file that runs the app) then creat a link on your website to the shortcut. (the shortcut can be stored in your webfolder for easy access.

It should open the app. I am not to sure if you can set it to do commands, but once the app loads and opens the window you can then run your commands.
