execute rsh

I have a problem with run rsh.
I tray to execute command on source host A as not root user:

A:/># rsh B -l root df
error: rshd: 0826-813 Permission is denied.

In target host B I heve defined line
in file /.rhosts: A root
in file /etc/hosts.equiv: A root
 
In the root .rhosts file of machine B you need to have the line

A <username>

where <username> is the name of the user on machine A invoking the rsh rather than root
