EXE to MSI?

Sorry I really am not sure where should I post this question. I use Inno Setup freeware to write and compile an EXE setup package. Then our IT person said our Windows Server 2003 SMS cannot remotely deploy my EXE package on individuals' computers and my file needs to be MSI.

Is there any free software converting EXE to MSI? I found many people mentioned about WinInstall LE in Win2K Server, which I do not have one here. Then I found WinInstall MSI Packager Professional 9.0 but it is just an evaluation edition that I do not know how long I can use it and, of course, I do not want to spend any money that makes my boss mad.

How come it is so difficult to make MSI package? Is it because of the monopoly of Microsoft?

Any help? Please...
 
Inno and Installshield generally create setup executables, not MSI files.

I use WiX, which is an xml-based open-source installer from Microsoft (it was used for the Office 2003 setup), and is available on sourceforge.
