Exclusive access to the database???

We have multi-users on our Access database. When we have 2+ users on our database and try to create a new report, we get a message that says "You do not have exclusive access to the database at the time. If you proceed to make changes, you may not be able to save them later."

I never had this problem with Access 97. Is anyone else experiencing the same problem? What is the solution?
 
in Acc2K (and i'm guessing any versions above) you cannot do any design work when there are users in the db.
the best thing to do is to:
1) split your db into a front end (forms, reports, etc) and back end (tables only), then
2) make a copy of the front end which you use for development, then replace the production front-end when no users are around.
