Exclusions in copy from policy

Anyone seen this before;

When a new policy is created using the copy to new facility it appears that any exclusions added or removed from either of the policies will automatically update its corresponding partner.
Is this a feature (Bug)?

I'm struggling to think of a reason why this would be useful.

Ignore this. I've figured it out.

The Ops were copying a policy and using an SQL instance rather than an actual server as a new client.
Hence the connection was being made to the physical.
