Exchange system manger upgrade

We are trying to upgrade our exchange system manger to sp2 how ever when we try we get this error:

the component "Microsoft exchange" cannot be assigned the action "update" because:
- you must have exchange server 2003 installed on this machine before installing this microsoft exchange server service pack.

We just use this server for Blackberry purposes and it needs the exchange system manager installed. How ever our many exchange is at 2003 sp2.

We are getting the same problem on the Windows XP SP1 sytem I installed as a Exchange 2003 Management Workstation. I cannot update it with Exchange SP2 .. getting the same error.
