Exchange servers cannot send mail to each other

Hello everybody.

We are trying to expand our Exchange organisation with additional
Exchange servers. In our original situation we used one Exchange 2000
server (Win2k SP4/E2k SP3+). We installed 4 additional E2k servers. The
problem is that when we try to send an email from one E2K server to
another it remains in the SMTP-queue and does not get delivered.

We also receive the following message in de the event viewer:

Event 9297

The user /o=Open Universiteit Nederland/ou=First Administrative
Group/cn=Configuration/cn=Servers/cn=SRV-HRL-20 has caused a security
violation. Locality table (LTAB) index: 214. Windows 2000 error code:
0X80070005. [BASE IL MAIN BASE 1 237] (14)

This points to
KB288175

"XCON: Recipient Policy Cannot Match the FQDN of Any Server in the
Organization, 5.4.8 NDRs"

We have tried the workaround mentioned in this article but it didn't
work.

What are we doing wrong ?????
