Exchange server down but user still able to check mails

Hi, have anyone know about the Exchange 5.5!

I have a senario which when the S'pore exchange 5.5 server is down. The user still able to check their mails from different server (mean not BDC and different domain name)which is located in US!

How they configure the Exchange server?
