Exchange Server crash and rebuild

I have a client with an exchange server. The server crashed during a power outage. It took out thier Hard Drives. I was able to send the drives out to recover the data. I have rebuilt the server, reinstalled exchange with the Disaster Recovery option. I have tried to copy the *.edb files into the MDBDATA folder and run the ESEUTIL with all the switches.

Every time I try to mount the public or private store... I get a databate inconsistent error.

Does anyone have any idea how I can restore the *.edb files?
 
Which version of Exchange are you running and do you have a backup of the server and databases?
 
Its Exchange 2000 and I have copies of the *.edb files and the logs. No backups.
