Exchange server 2003 information store fails to start

I have exchange 2003 join an existing 5.5 organisation and now the information store service on exchange 2003 is failing to start with error id 7024 and i ahve tried checking permission in the registry under system and this seem okay

the exchange 2003 is running on a windows 2003 domain controller
