exchange/outlook across subnets

We have recently setup a VPN tunnel to a new office. We are running Exchange Server 5.5 at the local office behind a Cisco Router/Firewall. The VPN tunnel seems to be working correctly, we can ping through it and send packet tests fine. However we do not have DNS working correctly across the tunnel, I'm still trying to figure that one out. Outlook is not working at the remote office, it locates the IP then resolves it to the NetBios name. I've read in a couple of places that Outlook requires NetBios for resolution and that the only way to get it working remotely is to setup a WINS server here. Please someone tell me this isn't true, and how to avoid it. We don't want the headache of a WINS server just for email. Thanks.
