Exchange migration between e2k and E2003

1. We need to migrate exchange 2000 mailboxes(forest A) to exchange 2003(forest b)
2. all the users who are in forestA, already have the same accounts and mailboxes in ForestB.

is Exmerge the best process for this to happen

or Exchange2003 migration wizard? my understanding with Exchange 2003 migration wizard is, it also creates the accounts in the destination forest and we dont want that to happen as already the users who are in forestA has the same accounts created in ForestB?

Exchange migration tool only moves the mailbox..

What I would have done is to installed ADC for windows AD between both domains and then installed ADC for exchange between both Exchange servers. and move the user accounts via ADMT and mailboxes via exchange migration tool

Are the exchange org's separate as well.
