exchange mailbox doesnt' send or receive

I have set up three new accounts to download emails in Exchange server 5.5 SP3. I wish to share the three malbox's to differnet people in the org. I have added the three mailbox's in OUTLOOK 2000 profiles under 'microsoft exchange's settings.. and set user permissions (I believe) I must of missed something but they do not send or receive eamils, any clues welcome, be technical please. :)
