Exchange mail for ALL but limit mail to the internet via ISA

I have a Exchange 2000 server behind my isa server. I have local mail for everyone on the LAN and I'm trying to limit internet mail to only a few users. I need to limit the access via users and groups and not IP address. I don't see any way to do this. Can this be done? Has anyone set this up before?

I don't know what kind of clients you have, but if all clients have a windows based OS, you could the microsoft mail protocol for internal mail and smtp/Pop3 for internet mail.

Then it would be no problem to restrict all users to
nothing
smtp
Pop3
both
