Exchange is blocking an email from an internal user

I have a 2003 Exchange server (Cluster) and everything has been working fine and no problems whatsoever! Just out of the blue the Exchange server has been bouncing back and also putting emails that are valid sites with no attachments (Plain Text). I need to know where in the Exchange server where I can go into and retrieve those blocked emails and quarintined emails to let them out or unblock them in general. I rarely work on Exchange servers and I am a little wet between the ears so forgive me if I am missing any details.

I looked throughout the Exchange SYSTEM MANAGER console and I wasn't able to find what I was looking for, I am more comfortable with Exchange 5.5, but this is so different I am a little more than confused.

Any help will be appreciated, and thanks in advance.
