exchange information store not accessible when internet goes down

I have run into something ihaven't seen before so i'm not sure if it's a common occurrence: whenever the connection to the internet goes down i'm unable to get email from any outlook client. The setup that was already here when i started has the clients getting mail the email server outside and then store the mail internally on the exchange server. Has this happen to anyone else?
