Exchange hogs bandwidth

I have Exch 2000 Server sitting on a W2K Server, both fully up to date with Service packs and updates.

I connect to the internet by means of a 2Mb broadband connection which effectively gives me 256k upload. Exchange has started to hog all available bandwidth when sending mails. It's definitely not an open relay, I also limited the amount of outbound connections to see if It was the quantity of mails passing through it but even if one mail say with a 1Mb attachment is sent, the bandwidth is all used until the mail is sent.

The problem really manifests itself when a mail shot is sent.............

Any ideas much appreciated.

I'd capture some packets with 'Network Monitor' and see what they consist of.
