Exchange forms vs Web forms

Hello all,
My organization is in process of implementing E2k3 this fall. We have about 75 eforms that we use on a daily basis that are in a mainframe environment that we are getting rid of. We want to recreate these forms but don't know what direction to take. Do we use exchange forms or web forms. I've read that E2k3 Front Page extensions and the WSS Forms Frontpage add-on are no longer supported. Is this true? Does anybody out there have any experience on this subject that can guide us? Microsoft doesn't seem to have a clue other than to try and sell us on Office 2k3 with Infopath, that we can use to develop these forms. The only problem with this is that everyone would have to have Infopath on each desktop, we would also have to upgrade the OS's of about 3k people so that they could even run office 2k3. Just another money grabber. Any help would be very appreciated. Hope this is the right group to post this to.
