Exchange for Internal Mail Only

I have a client who wants to use Exchange for internal mail only. All outside mail (incoming and outgoing) they would like to be routed through their POP3 account. Their current ISP provides Spam /Antivirus scanning and they do a good job. I have tried this config before and cant seem to figure out where to tell exchange to "hand off" external mail correctly.
 
FWIW, you have an ill-informed client. POP3 is far more inefficient than SMTP. It also places more effort on the client, and less on the server. You also lose some nice features, such as Single Instance Storage, direct access to email, calendars, and Contacts, SmartPhone connections, etc.

And, while the provider might be handling AV, there still needs to be both a file level AV and an Exchange focused AV solution on your Exchange box.
