Exchange enabling issue

A couple of times in last few weeks we have had an issue with enabling new exchange users. This has occurred both when we enabled them programatically and when we used the MMC.

Basically after enabling exchange user. If you use mmc to look at user and choose Exchanged advanced then look at mailbox rights you see the self id with read and Full mailbox access. This is normal. Usually when you either try to log in or send the user a message other id's show up here and user is able to log in.

When we have the problem no other ID's show up and user is not able to log in.

If you go onto exchange server and look in event viewer application log you see:

event id 9548.

Disabled user /o=TENETEX/ou=TENETEXUS/cn=Exchange 2000 Users/cn=NRM/cn=Users/cn=TOMJ.NAYLOR does not have a master account SID. Please use Active Directory MMC to set an active account as this user's master account.

After many hours it seems to clear. I assume it is something between AD and Exchange but can not find any articles on this exact problem.
 
Basically the problem is the solution.
