Exchange doesn't redistribute mail after receiving it

I'm just installing a new Exchange 2003 server as part of a Small Business Server. I can send mail. I can see mail coming in, in the exchange management console but it appears unwilling or unable to forward it to the individual mailboxes.

It is using smtp, not pop as a connection method to the ISP, via ADSL through a router. ISA Server is not installed.
