exchange blocking winmail.dat?

I was told sender is using Outlook. We have Exchange 2003 with Outlook 2003. Sender email user with PDF attachment. Email comes through to external spam filter (mailwise) with three attachment winmail.dat, Xam_0.rtf, and giberish name.pfd. I spoke to mailwise and they said they don't block any attachment. The email is approved and release to exchange. When the user recieves this email there is no attachment.

I release the same email to my email address still no attachment. I send test email with .dat, .rft, and .pfd as a test to myself from hotmail and it comes through fine.

I'm confuse, while googling the problem there are articles saying that exchange will block .dat and rtf because of a potential security exploit. Well isn't the winmail.dat relaying formating infomation for the receiving exchange server? What is going on here. Got me stump and any help is appreciated.
