Exchange Auditing - Who's accessing what 1

Hello

Does anyone know if there's a way to tell if a user, another admin in this case, is viewing other mailboxes? This user is actually a Full Admin of the Exchange 2003 box, and that's in the process of changing, but we believe this person might be looking at people's email just for the sake of snooping when and where they shouldn't be.

Is there anything we can put in place to monitor this? Auditing, logging, or some other kind of physical proof that it's happening?
