Exchange and SMTP Relay

I'm having an impossible time attempting to relay SMTP messages to external
e-mail addresses. We are using Exchange 5.5 SP4.
I have granted my internal IP address to be able to relay SMTP messages. I
am able to connect successfully and send messages to my domain but anytime I
attempt to send a message to another domain, I get a relay prohibitted.
Under the routing tab, there is one rule for gemssensors.com to be routed
internal. I'm assuming that is why my internal mail is getting to it's
locations. Do I have to set up a rule to relay all other messages or
something? If so, how??
I'm completely baffled! If anyone could give me some insight it would be
GREATLY appreciated...

What is your goal?
Can you send mail to yahoo.com?
Can people from yahoo.com send to you?
Is your mail server 204.253.83.157 ?

Exchange works fine...
I'm trying to send out mail via SMTP (using Dimac's JMail component) and not authenticate via any sort of username. I've have set up my IP to be able to relay messages in the SMTP tab of Exchange but it doesn't relay messages out, it only relays mail to my domain (I believe this is because of an SMTP incoming rule). What I need to figure out is why SMTP won't allow me to relay mail. I thought that message relay was an Exchange SMTP default.

Just wanted to let everyone know that I was able to solve my problem. Under the Routing tab when you allow a user to relay messages, you are asked to specify a subnet mask. I initially had the subnet as 255.255.255.0 (which we use for our network) but I changed it to 255.255.255.255 and it worked! I'm not sure why though... If anyone can explain this I'd love to hear the reason behind this.... Thanks!
