exchange agent won't do a full backup

Hi, I have a backup job which I does a differential backup of serveral machines with a full backup on the weekend. I'm trying to set a new exchange backup to ignore the globally selected backup method and do a full backup every day. I set the Agent option bit to full on the new exchange server and then submit the job. If I leave it it backs up using diff. If I look at the job immediately after resubmitting - the agent option is back to 'Use global.. method'
Anyone know what the problem is here?
Agent and backup manager are R11.1, build 3200

There is an option in global options to set as well, I can't remember off the top of my head the exact wording of it though.
